Hexadecimal is popular because each hex digit represents exactly 4 binary bits. This makes it very compact — a byte (8 bits) is always exactly 2 hex digits. Reading hex is much easier than reading long strings of binary. For example, the byte 11111111 in binary is just FF in hex. This compactness is why hex is used for memory addresses, colors, and cryptographic hashes.
Unix permissions are stored as binary flags — 3 bits for each of owner, group, and others. Read=4 (100 binary), Write=2 (010 binary), Execute=1 (001 binary). Adding these gives numbers 0-7, which happen to be single octal digits. So 'chmod 755' means owner has 7 (rwx=111), group has 5 (r-x=101), others have 5 (r-x=101).
